OTTAWA — Mark Wiseman is Canada’s next top envoy in Washington.

Prime Minister Mark Carney announced Monday that Wiseman, a friend and longtime financier and former global head of active equities at BlackRock, would replace Kirsten Hillman ahead of high-stakes cross-border trade negotiations.

The U.S.-Canada-Mexico Agreement is due for review next year. U.S. President Donald Trump and his top trade representative have both mused about ending the deal or negotiating separate pacts with Canada and Mexico.
