BAKU, Azerbaijan — A group of countries announced a commitment to “ambitious” new climate plans Thursday — despite one architect of the initiative, the U.S., dropping its support.

Each of the governments said they would soon set new targets to cut greenhouse gas pollution by 2035 that are aligned with stopping the climate from warming more than 1.5 degrees Celsius.

The coalition included the European Union plus 11 countries, among them Canada, Mexico, the United Kingdom and Norway. The United States did not sign on to the pledge, which it had helped initiate.
