TALLAHASSEE, Florida — Gov. Ron DeSantis signed a bill Friday that would limit local control over land development, one of many bills this session aimed at preempting local governments.

The bill, HB 399, would make it more difficult for governments to deny applications for land development. If a local government wants to deny an application, staff must specifically identify “each area of incompatibility.”

Local governments would also have to provide justification for an application denial.

Proponents of the bill have argued it will help relieve the state’s ongoing affordability process by reducing housing costs. Some lawmakers and environmental groups have opposed the bill, saying it could harm the Everglades and threaten water supply.
