DOE ignores directive from Congress to report five-year spending plans: GAO

Democrats are also accusing DOE of flouting a fiscal 2025 budget agreement through its plans to shift money away from clean energy programs.

The Government Accountability Office said Tuesday the Department of Energy is violating congressional directives by failing to annually publicize spending plans for the coming five years.

That missive comes days after congressional Democrats alleged DOE is illegally shifting money away from clean energy technology in fiscal 2025.

In its report, GAO said Congress instructed DOE to lay out the five-year spending plans, referred to as the “future-years energy program,” in a budget law signed more than a decade ago. But since then, the department has only occasionally published the five-year plans for only some programs, GAO said.

In its fiscal 2026 budget, DOE did “not include any elements” of the five-year spending plans, according to GAO.
