Energy and Commerce unveils GOP-led pipeline safety bill

The draft legislation would expand criteria for penalizing people who damage pipelines.

Republicans on the House Energy and Commerce Committee will try again to reauthorize federal pipeline safety programs after years of failed attempts.

The majority released a discussion draft this week that will be the focus of a hearing next Wednesday. The proposal, dubbed the “Pipeline Safety Authorization Act of 2026,” would extend safety programs under the Pipeline and Hazardous Materials Safety Administration through fiscal 2031.

The legislation comes after other committees with jurisdiction over PHMSA advanced their own reauthorization bills last year. The Energy and Commerce Committee’s proposal is the only one crafted without Democratic buy-in.
