House passes bill to allow mass overturn of ‘midnight rules’

The House passed legislation Tuesday that would make it easier for Congress to overturn newly finalized regulations.

H.R. 115, the “Midnight Rules Relief Act,” from Rep. Andy Biggs (R-Ariz.), would allow lawmakers to roll back numerous federal rules under one Congressional Review Act resolution, as long as agencies submitted the rules during the last 60 legislative days of a president’s term. Currently, CRA resolutions can only address one rule at a time.

The measure, unlikely to get traction in the Senate, would give the incoming GOP-led Congress and Trump administration sweeping power to scrap recent Biden administration regulations.

The House passed the bill by a vote of 210-201. Moderate Rep. Henry Cuellar of Texas was the only Democrat to support it.
