House Republicans on Wednesday proposed legislation that would create a $2.5 billion critical mineral reserve — part of a lame-duck, legislative blitz aimed at countering China on mineral supply chains.

Rep. Rob Wittman of Virginia, who co-chairs a Critical Mineral Policy Working Group, floated the “Securing Essential and Critical U.S. Resources and Elements (SECURE) Minerals Act,” with Rep. Carlos Giménez of Florida and House Select Committee on the Chinese Communist Party Chair John Moolenaar of Michigan.

Wittman’s offering is among several bills released this week focused on insulating U.S. companies from price volatility and China’s dominance over mineral supply chains.
