Time is running out to pass a sweeping and popular outdoor recreation package.

The Senate on Wednesday gaveled out without passing a sweeping outdoor recreation package as advocates fear time is running out.

H.R. 6492, the “Expanding Public Lands Outdoor Recreation Experiences (EXPLORE) Act,” consists of dozens of bills the outdoor recreation industry has sought for decades. It passed the House unanimously earlier this year but has stalled in the Senate.

The “EXPLORE Act” was left out of the continuing resolution to extend government funding until March. Senate Energy and Natural Resources Chair Joe Manchin was also working on a broad resources and lands package that didn’t materialize.

That means the outdoor plan’s only likely chance of becoming law at this point is passage by unanimous consent in the upper chamber, which will require the cooperation of all senators.
