New York budget talks heat up, with climate law a key sticking point

ALBANY, New York — New York’s state budget is expected to pass in two weeks, but the closed-door talks are only now entering a more intense phase.

Gov. Kathy Hochul signaled Monday she will unveil the specifics of how she wants to reshape the state’s climate law in a bid to give New York more time to enact significant emissions reductions.

“We need more runway,” Hochul told reporters during a stop in Buffalo.

The moderate Democratic governor and left-leaning legislative Democrats, meanwhile, remain at odds over raising taxes on rich people and large corporations — hikes that are favored by New York City Mayor Zohran Mamdani.
