ALBANY, New York — State lawmakers and Gov. Kathy Hochul are considering a $1 billion utility rebate program in a final state budget deal, according to two people with knowledge of the conversations.

The people, who were granted anonymity to discuss the closed-door details, said the figure was being discussed as lawmakers and the governor push to get a broader budget deal done this week.

Hochul last week indicated that a rebate program, initially proposed by the state Assembly, was on the table in the budget negotiations.
