Nonprofits fret as Trump floats axing fed donation program

The Trump administration said it’s concerned about costs of a program that channels federal workers’ donations to charities.

The Trump administration could soon end a program that funnels federal workers’ donations to environmental groups and other charities, dealing a blow to green groups’ fundraising.

The Office of Personnel Management this week announced plans to launch the 2025 Combined Federal Campaign, which allows government employees to donate to charities through deductions from their paychecks. But it signaled the program could be short-lived.

Continuation of this year’s campaign marked a win for nonprofits after fundraisers had panicked following reports that the Trump administration had paused work on the annual fundraising campaign that dates back to the Kennedy administration.

Scott Kupor, director of OPM, told agency bosses in a Wednesday memo that his agency — which oversees the campaign — is concerned about the administrative costs associated with the campaign and with declining participation. The administration is evaluating whether to continue the program next year, he said.
