Disaster, good-government bills set for markup

The legislation covers issues including guidance documents, spending and whistleblower protections.

The Senate Homeland Security and Governmental Affairs Committee will vote on a roster of bills this week covering broad swaths of the panel’s jurisdiction.

On tap is S. 861, the “Disaster Assistance Simplification Act,” from ranking member Gary Peters (D-Mich.), which would establish a more unified system of helping people affected by disasters. Despite bipartisan support, the bill failed to become law in the previous Congress.

Separately, the committee will debate S. 81, the “Guidance Clarity Act,” from Sen. James Lankford (R-Okla.), who chairs the subcommittee with jurisdiction over regulatory matters. The legislation would make clear that guidance documents do not have the force of law.

The House Oversight and Government Reform Committee approved a companion this year. The legislation has also gotten some traction in previous congresses.
