The House Transportation and Infrastructure Committee passed a Coast Guard authorization bill Tuesday without language affecting offshore wind and oil development.

Industry advocates have managed to defeat the provision for years, but lawmakers on both sides of the aisle keep pushing for it. This time, opponents got it yanked before the bill came up for a vote.

The language would enact new requirements for vessels and crews involved in offshore energy production. Supporters say it would protect American workers.

“I woke up this morning to find that our provision, that we’ve been working with and had broad support of this committee, suddenly disappeared,” Rep. John Garamendi (D-Calif.) said during a markup Tuesday.
