Their message to the governor: We’re ready to settle.

New York Gov. Kathy Hochul speaks at a news conference on Feb. 20, 2025, in New York.

For years, Gov. Kathy Hochul (D) has been floating the idea of rolling back provisions in the state’s landmark 2019 climate law, which set ambitious targets for reducing greenhouse gas emissions. Julia Demaree Nikhinson/AP

Plaintiffs suing Gov. Kathy Hochul’s administration over its inaction on the state’s climate law say they’re ready to settle.

“The governor is manufacturing a fake climate law crisis in an election year and publicly misrepresenting this case, rather than working in good faith to deliver lower utility bills for New Yorkers,” Liz Moran, New York policy advocate for Earthjustice, told reporters Tuesday.

Plaintiffs say they want Hochul (D) to engage in settlement discussions to find a way forward for the state to comply with its landmark 2019 climate law while also keeping energy bills down for New Yorkers. They are opposed to her attempts to change the law during budget negotiations.

“We have reached out to the Attorney General’s office, and they are aware that we are interested in engaging in settlement conversations,” said Rachel Spector, an attorney at Earthjustice, which is representing plaintiffs in the case.
