The owner of some of New York City’s dirtiest power plants has proposed replacing them with new gas turbines after Gov. Kathy Hochul’s administration signaled openness to such measures.
Alpha Generation, which is owned by an ArcLight affiliate, submitted the repowering proposal for the Narrows and Gowanus barge-mounted power plants Sunday in response to a reliability planning process run by Con Edison. The utility is scrambling to address a forecasted power shortfall in the coming years, but the Public Service Commission ordered the utility to consider only “non-emitting” solutions in December.
“We believe strongly that there’s going to need to be a bridge of dispatchable generation,” said Curt Morgan, CEO of Alpha Generation. “Repowering would actually reduce emissions significantly from the current units. … We thought it would be worth putting that out there for consideration, and I think it’s worth the dialogue.”
The proposal also includes battery storage at the Astoria Generating Station and at Gowanus.
