The development is part of a partisan war over President Donald Trump’s nominees. It’s also affecting State Department pick Jacob Helberg.

The Senate Commerce, Science and Transportation Committee will have to vote again on Neil Jacobs to lead NOAA.

Jacobs is one of several nominees Republican leaders returned to committee this week because of procedural concerns related to proxy or voice votes. That’s because Democrats may involve an obscure rule in retribution for the GOP moving to change the chamber’s rules on nominees.

Senate Majority Leader John Thune (R-S.D.) started the process Monday to confirm a batch of lower-level, nonjudicial picks as a group. That’s currently not allowed.
