Senate votes down resolution to scrap Trump clean energy tax guidance

Democrats are planning a flurry of Congressional Review Act resolutions on hot-button issues.

No Republicans joined Senate Democrats in their bid to overturn the Trump administration’s effort to make it harder for most solar and wind companies to access expiring tax credits.

The failed Congressional Review Act resolution from Sen. Catherine Cortez Masto (D-Nev.) and Minority Leader Chuck Schumer (D-N.Y.) is part of a Democratic push to get lawmakers on the record about contentious issues ahead of the midterm elections.

It also comes as Schumer works to escalate the Democrats’ messaging around energy prices and affordability. He’s scheduled to speak at the annual League of Conservation Voters event Wednesday night in Washington on the topic.

Democrats argue last year’s One Big Beautiful Bill Act, which mandated the phase-out of renewable energy incentives, has contributed to higher electricity prices. And they say the administration’s implementation guidance makes it harder for companies to qualify.
