The Senate gave final approval Tuesday to legislation that would scrap recently strengthened EPA regulations on tire manufacturers.

Virginia Republican Rep. Morgan Griffith’s H.J. Res. 61 would repeal updated hazardous air pollutant standards for the industry published last November. The measure now goes to President Donald Trump, who is expected to sign it.

The Senate’s 55-45 vote fell mostly along party lines. Only Democratic Sens. Tim Kaine and Mark Warner of Virginia — which has a substantial tire industry presence — joined Republicans in backing the resolution. Seven Democrats supported the measure in the House in March.

Lawmakers are repealing the rule through the Congressional Review Act, which allows Congress to scrap newly finalized agency action by simple majority. During debate on the measure, they faced off with starkly different portrayals of the rule.
