The Senate is expected to vote Tuesday on the same Republican funding patch that Democrats rejected earlier this month, after congressional leaders and President Donald Trump failed to strike a deal to avoid a shutdown that would begin Wednesday.
Republican and Democratic leaders dug in Monday, emerging from a meeting at the White House spouting the same talking points and grievances that have thus far kept lawmakers from passing any kind of stopgap funding bill.
The stalemate has shown no sign of easing and means the federal government is all but certain to run out of funding Wednesday morning, barring a last-minute compromise.
A shutdown would trigger funding lapses for a host of programs, including those focused on energy, science and the environment. Most agency work would come to a halt; moreover, the White House has threatened to permanently lay off hundreds of thousands of federal workers in the event of a shutdown.
