Trump admin to cap how many feds get top ratings

The administration says its move targets an “over-inflation” of performance ratings for some senior officials.

The Trump administration is expanding its limits on how many senior government employees can receive top marks for their performance.

A memo issued Thursday by the Office of Personnel Management directs agencies to adopt a new system for appraising the performance of senior professional employees, including staff who directly support the government’s high-ranking Senior Executive Service employees and other agency leaders.

The directive mirrors similar requirements issued in a February memo aimed at overhauling performance measurements of members of the Senior Executive Service. The Trump administration said that for both groups — the SES officials and the senior professional employees — there has been an “over-inflation of performance ratings.”

The new systems for senior executives and senior professional employees are rolling out as the Trump administration moves swiftly across the government to downsize the federal workforce and make it easier to terminate employees.
