The Trump administration is considering using unspent money tied to Biden-era laws — from the CHIPS Act to the Inflation Reduction Act — to boost critical minerals and counter China’s dominance.

Doing so would allow the administration to support the sector without asking Congress to sign off on additional funding.

The administration is having “very preliminary discussions” about using money from former President Joe Biden’s CHIPS and Science Act to “shore up domestic production of critical minerals that are needed for semiconductor manufacturing,” said an administration official.
