The Senate Environment and Public Works Committee is set to meet Wednesday to review Republicans’ proposed changes to EPA’s chemical review processes under the Toxic Substances Control Act.

The discussion draft released Thursday lays out detailed instructions on how EPA should go about its chemical reviews, which has so far has been left to the agency’s deference.

The proposal, the “Toxic Substances Control Act Fee Reauthorization and Improvement Act,” was expected to be a bipartisan solution to House Republicans’ sweeping proposals.

But two top Democrats — full committee ranking member Sheldon Whitehouse of Rhode Island and Jeff Merkley of Oregon, ranking member of the Subcommittee on Chemical Safety, Waste Management, Environmental Justice and Regulatory Oversight — were left out.
