Outgoing Republican Gov. Glenn Youngkin spent four years fighting to pull Virginia out of the northeast’s cap-and-trade system.

After her inauguration Saturday, Democratic Gov.-elect Abigail Spanberger will have no trouble waltzing back in.

Spanberger has multiple options to resume Virginia’s participation in the Regional Greenhouse Gas Initiative, after the 2025 elections swept Democrats into full control of the Legislature and all statewide offices. Policymakers might even pursue some of them in parallel.

“It’s a layup for Democrats,” said Tim Cywinski, communications director for the Sierra Club’s Virginia Chapter.
