The Biden White House is prodding federal agencies to prepare for the next administration to take over on Jan. 20.

The White House on Friday issued a memo to the heads of executive departments and agencies with directions about how to comply with the law and prepare to hand over the government to either Donald Trump or Kamala Harris.

The directive comes as both the Trump and Harris teams have launched their own transition operations. Trump named businessman Howard Lutnick and former head of the Small Business Administration Linda McMahon as co-chairs of his transition team. Harris picked Yohannes Abraham, who was executive director of the Biden presidential transition team, to lead her transition operation.

The White House memo — sent by Jason Miller of the Office of Management and Budget and Aimee Whiteman, federal transition coordinator at the General Services Administration — offers guidance to agency leaders to “ensure the seamless continuity of Federal government operations and services during a transition to a new administration.”
