Congress is having a hard time agreeing on much of anything lately — including the routine swearing-in of its newest member.

The fight involves Adelita Grijalva, an Arizona Democrat who won a special election last week to succeed her father, former Natural Resources Chair Raúl Grijalva. He died in March.

Democrats want Adelita Grijalva sworn in as soon as Tuesday during a pro forma session, arguing that there is recent precedent for such a maneuver.
